The creditor is also entitled to a fixed compensation of €40 per invoice for recovery costs, without further notice (Regulation 11).

What Is an Invoice in Ireland?

An invoice is a commercial document issued by a supplier to a customer recording the goods or services supplied, the price, and the VAT charged. For VAT-registered businesses in Ireland, invoices are a regulatory requirement: they are the basis on which the supplier accounts for VAT output tax and the customer reclaims input VAT.

The Value-Added Tax Consolidation Act 2010 and the VAT Regulations require Irish VAT invoices to contain prescribed information, including the supplier’s name, address and VAT number, the customer’s name, address (and VAT number for B2B), a sequential invoice number, the date of issue, the date of supply, a description of the goods or services, the quantity, the unit price, the VAT rate and the VAT amount, and the total amount payable. Non-compliant invoices can be rejected by Revenue and may invalidate a VAT reclaim by the customer.

Beyond VAT compliance, a clear invoice helps get paid on time. VAT Invoicing Requirements

Section 66 of the Value-Added Tax Consolidation Act 2010 and the Value-Added Tax Regulations 2010 set out the information required on a full VAT invoice, including the unique sequential number, the supplier’s VAT number, the VAT rate and amount, and a description of the goods or services. Simplified invoices are permitted for lower-value transactions.

VAT Rates

The standard VAT rate in Ireland is 23%. Reduced rates apply to certain goods and services: 13.5% (e.g. restaurant services, tourism, certain construction), 9% (e.g. some tourism, newspapers, e-books), 4.8% (agriculture), and 0% (basic foodstuffs, children’s clothing, exports). Selecting the correct rate is the supplier’s responsibility.

Late Payment in Commercial Transactions

The European Communities (Late Payment in Commercial Transactions) Regulations 2012 entitle a supplier to statutory interest at the ECB main refinancing rate plus 8 percentage points and compensation of at least €40 per overdue invoice. The supplier should reference these rights on the invoice.

Record-Keeping

Revenue requires VAT records and invoices to be retained for at least six years. Invoices should be stored in a way that preserves integrity and readability throughout the retention period, whether in paper or electronic form.
